Please help, english to japanese translation?

I am trying to say, "why haven't the japanese reacted (or protested) sooner?"

なぜ、日本人はもうすぐ反対しませんか。

I'm sure it isn't quite right, please correct it if you can.

    Isn't "react" and "protest" are totaly different words??

    もうすぐ is not right in the context. you don't need comma after なぜ

    しませんか is whoud you like to...

    first one seems good ;) it made to past tence.not しなかったですか but しなかったのですか
