question about steam game installation?
if i buy the Valve collector pack off steam, will i be able touse his game files..
instead of Downloading the games, can't i , for example: get my friend to backup (with steam) a game, exmpl TF2, and then giv me the backup, will i be able to restor the backup? he is worriefd that steam will bann him or something

Please put it in clearer words. From what I understand, if your friend downloads the Valve collector pack, and makes a backup of a game, and gives it to you, will you be able to use it?
My guess is probably not, as that would lead to people leeching off their friends for free games, (strange how the friend can't restore the backup...) resulting in a loss of profit. If your friend gets banned by Steam, it was most probably a rightful ban. Your friend also agreed to the terms of service/use/download, which probably said something about that.
So, from what I know, you won't be able to do that.

Valve will allow you to log on with your friend's account and download his games, but it limits access to one account at a time.
If you install his games on your computer through Steam, you will be able to play them, but not at the same time he plays them.
