    NEON in the 2nd period of periodic table has the highest I.E.

    1st ionization energy: 2080.6 kJ/mol

    2nd ionization energy: 3952.2 kJ/mole

    3rd ionization energy: 6121.9 kJ/mole

    In any given row, the Noble Gas at the end will have the highest ionization energy.

    i think it's neon because it's the most stable element and hardest to remove electrons from it's shells
