Besides the US what countries grant citizenship to those born on their soil from parents that are not citizens?

I know Taiwan doesn't.

    Brazil is one. My girlfriend was born there and her parents were English.

    Bumper babies is new... We call them anchor babies here... But, to tell you the truth, its like you and US is about it... Something seems really really wrong with that picture
