Maybe it depends on the weight. Your full car licence allows your to tow a trailer (unbraked) with a load up to 750kg (inc. trailer weight). It is also possible to tow more than 750kg so long as:
1. The combined weight of the car and trailer doesn't exceed 3.5 tonnes.
and
2. The weight of the trailer doesn't exceed the towing limit of the car.
Legally if a trailer can take more than 750kg, it will have some form of brakes fitted normally over-run brakes, I think. If the trailer doesn't have brakes of any sort, you should be ok.
If in doubt, find out about the weight limits of the trailer and car.

Hello
The other thing to remember is you are restricted as to speed
cars towing caravans or trailers
Built up Areas 30 mph
Single Carriageways 50 mph
Dual Carriageways 60 mph
Motorways 60 mph
Also remember you are not allowed in the Fast Lane of Motorways
And that you trailer must have a Reg Plate and Lights

if you're British, as other responses have said, check your license and insurance, and the rules.
Remember that dinghy trailers and launching trolleys are not the same thing; the launching trolley is not road worthy and the road trailer should not go in the water.
if the boat is a Laser or Topper it could go on the car roof if the car is suitable; this may be more or less hassle but again do check out what your car can do!

Where do you live?
In the US you only need your regular drivers license to tow a boat trailer.
Good Luck

Yes and no. The trailer will require a license plate to be used on any road. You will not require any sort of special drivers license.

Your licence must have category 'B+E' to allow you to tow anything, regardless of weight. The standard car category 'B' on it's own doesn't allow you to tow.
