well, hardware wise, make your it's properly ventilated.
software wise, clean your computer frequently. meaning delete crap files and scan for spyware. I suggest Window Washer for cleaning crap files. it frees up space and such. also, get a registry cleaner. Ashampoo WinOptimizer is a good all-in-one program that will do this for you.

There are lots of problems which make your pc slow.
Microsoft Registry Problems = Slow Computer!
Spyware/Adware
RAM
De-Fragmenting
Etc.
Below can help you speed up your pc:
I. De-Fragmenting
1. Right click of C Disk.
2. Click properties.
3. Click tools tab.
4. Click "Defragment now".
5. Click Defragment.
II. You can search which process full use you cpu, and end the process.
Under steps:
1. Right click on the TaskBar.
2. Click the Task Manager.
3. Click the processes tab.
4. Double click the CPU.
5. Find if the "System Idle Process" is max.
6. If not right click and click end process.
III. Manage your startups. Your excess CPU usage is due to too many programs running in the background. You can cut these to barebones by alter your msconfig. Here is how:
1. Open your Start menu.
2. Click Run
3. In the command screen type "msconfig.exe"
4. In the "system configuration utility". Click either "service" or "startup" tab
5. Uncheck all programs that you are no longer using.
6. Click "OK"

There is a couple things you can do.
1-Defrag your Hard Drive. Over time files become fragmented meaning they aren't alighned near eachother on your hard drive. this is the first thing you should do.
2-The second thing I would do is go to the start menu and click on run. Then type in msconfig. Click on the startup tab and see what is running. See if there is anything you can get rid of that you don't use.Programs running in the backround take up your processing power and eat away at your ram.
3- The third thing you want to do is clean your registry. This might now provide you with a huge increase in speed but will prevent future problems of lockups and errors. CC Cleaner will work here.
If you want to make things easy there is a cool program that is easy to use. It is not free but it is one that I will recomend. I use it to make things easy let it run hehe.There are much better programs but this program makes it easy to do things.If you are interested They have a sale on their products.The program is System Mechanic 7 professional.

Immediate (quick):
-Uninstall any unused programs
-Go to Control Panel -> Add/Remove Programs and look for ones that aren't listed in your start menu/program files
Overnight (longer):
-Do spyware/virus scans (I would recommend using AVG Anti Virus Free, http://free.avg.com/)
-Do a Disk Defragment (Start -> *All Programs on some XP computers* -> Accessories -> System Tools -> Disk Defragmenter)
Note: Don't do both overnights in one night, or else it will probably freeze the computer. If not it will make it take days to finish.

Since laptops aren't very flexible some options you have are cleaning up your registry and defraging your computer. Use a free software called CCleaner. Or perhaps you don't have enough physical memory, in that cause you could upgrade your RAM.

I would also recommend you download this, Tuneup Utilities 2009 you can download a free 30 day trial and all changes it recommends for you are fully working on the trial and stay after you have uninstalled the trial too.

windows vista is very voracious on eating memory, that maybe the reason why your laptop slows down so much. try to add on additional ram for your laptop or try to degrade to windows xp. windows xp is much more stable by the way, windows vista was a flop to tell you honestly. microsoft is even releasing updates for xp such as the new service pack 3 for xp rather than releasing updates for vista.
