you're not easy to contact...but to answer your question, the speech was given in New York about 1915 and was printed in the New Yorker.
It was later printed in a collection of his writings that was published after his death. I was exposed to it in Junior High or High School Government class (I had the same teacher both times) in the '60's when were studying the real details of America's 'Melting Pot' tradition...
