Sell it. As fast as you can.
That'd make something about it fast, to start with.
You're also working with 160hp/163 torque. At the wheels, more like 130/130.
It won't take much to get it faster, but it won't be anywhere close to "fast".
Spend 1500 on cold air intake, exhaust, headers.
That'll net you around 10 horsepower, so you'll be around 140 wheel horsepower. No change in engine horsepower. And that's only at peak, too. Normal driving? About 5 horsepower. For all those parts. Here:

Spend another 1500+ in rods and pistons.
Get another 15 or so.
At this point, you're around 3 grand into it, and still slower than a stock turbo Eclipse.....
So, maybe you can buy a 4,500-6,000$ turbo kit. You can go cheaper, but you'll end up with cheap and unreliable parts.
That would get you up to the level of a stock Eclipse, which would only cost you around 6 grand. And you've just invested 8-9,000 in the TC.
And how is this worth it, you might ask?

Anything you put on your car other than nitrous or a turbocharger/supercharger will not really help out too much.
Intakes and exhaust systems will cost hundreds of dollars, yet only give you a gain of maybe 10 horsepower total.
The scion tc is by no means a fast car and even with bolt-ons is slow. Instead of focusing to make it faster I would try to make the car more responsive instead.
Buy a KN filter, shifter bushings and short shifter, better spark plugs /wires, increase the timing, and if you have the money buy some nice coilovers.

Like most other people have said you are not going to get a super fast car out of it. However, always making a car breathe easier is a big plus. Such as cold air intake, exhaust, etc.. You can also buy a performance chip that will help in the tuning.

turbo kit is the way to go. i know tons of people who have turbo'd their tc's. the people on turbotoyotas are pushing about 310 whp at 10 psi. the people on the stage 1 dezod kits are pushing about 300 whp at 10 psi. so yes, this car would be faster than a stock turbo mitsubishi eclipse. but yes, if you were comparing a n/a tc to a turbo eclipse, the eclipse would be cheaper since the turbo versions of the eclipse were only produced up until 1999 i believe. so if your comparing a 1999 car vs a 2006 car, naturally the newer car is going to be more expensive.
i've seen videos of turbo'd tc's take on sti's and evo's...and hang with them/beat them. if you want to go fast, don't waste your time on intakes, headers, etc. just get a turbo kit, then you'll be good to go. for the tc's, intakes don't do squat. they are mainly for looks. headers do help a little, but if your going turbo you're going to replace the header anyways so its not necessary. air filter? if you want, but doesn't help that much either. just get a turbo, upgrade the clutch, and then fix up the handling. sure it'll be more expensive than a stock turbo eclipse, but you'll be able to hang with sti's and evos which go for almost twice as much as a new tc does. oh and you don't need to get new pistons/rods, although you could. the tc's pistons already come sleeved, so the tc's engine can handle up to 350 hp on stock internals.

start of by buying a cold air intake
Then some racing headers
then an exhaust system
This should give it some Pretty good hp and torque gain.
