USB Pen Drives Partition?

I'm trying to make a USB Pen Drive to open a certain file, for advertising purposes, and overriding the Windows Action Dialog Box that appears whenever a pen is inserted. I know this is made by formatting the USB Pen Drive in 2 partitions: one recognized as CD/DVD drive (non-removable) and another as a removable drive (like U3 technology from Sandisk Pens). The question is: how is it made?

I've already made 2 partitions in a USB Pen drive. Windows recognizes it as 2 fixed harddrives. What I want is Windows to recognize one of them a CD/DVD drive. How is it made?

    First go to computer and you should see it there. If it is not there open the program you need and click on the button where you can choose the location. You should see either Removable Disk E,Removable Disk D, Removable Disk F. If one of the following is not there click on Removable Disk with another letter beside E,D,F. If this doesn't work check wether there is a small svitch on the bottom of your USB drive. If there is one push it in another direction. If all of the above don't work your USB drive must be broken. In this case you should buy a new one because it is cheaper to buy a new one than to have the old one repared. Actually I think it can't be repared. But if it can be you will lose all you data because they will have to change the chip.
