So you're looking to do an all-motor 14 second car.
Auto or manual transmission?
Mileage on the vehicle?
First and foremost for your basic modifications that you can do yourself: True Cold Air Intake Pipe, Intake Manifold, 2.5"-3" exhaust system (with gutted catalytic converter if your state has no emissions laws, remove resonator), Exhaust Manifold, Ported Throttle Body (use a Dremel tool or a drill with appropriate attachments), lighten the vehicle (remove everything in the vehicle from the front seats back), run alloy wheels as they will save quite a bit of weight. Remove power steering pulley, A/C pulley (replace with a shorter serpentine belt if needed).
For your transmission if you have a manual, like you should, short throw shifter.
For heavy machine work that needs to be done at a shop:
Port and polish the head along with a valve job. Port matched intake and exhaust manifolds.
That will probably get you past 14's and into low or mid 13's.
For 12's you'll be looking at a nitrous oxide set up. Any company will do, from ZEX to NOS. Doesn't really matter, nitrous is nitrous.
With the nitrous bottle on, you're going to want a tuning device. A'Pexi SAFC Neo should do it just fine. Couple that with a NEEDED AEM/Innovative or other brand Wideband O2 sensor and gauge and you're good to go for a basic tune. Of course, you may want to upgrade your fuel system as well. Larger injectors, Walbro 255LPH fuel pump, aftermarket fuel pressure regulator, maybe a high flow fuel rail as well.
From there, you can add some high compression pistons (10:1 or higher), but with those pistons you'll probably want to purchase a full stand-alone ECU like MegaSquirt or a variant thereof.
Just so you know, this is going to cost you a lot of money. Easy 5-10 times the worth of the vehicle itself, especially if you have someone else do it. If you do the work yourself, you'll be putting in half that amount of money, saving it for other upgrades and fixes in the future WHEN something breaks, not if. But, if this is what you want to do and have someone else do all the work on it, by all means.
Also, a high horsepower N/A engine is hard to complete. Most of the horsepower is going to come from the machine work to the head and machine work of the bolts ons, along with a heavy lightening job to the entire vehicle (carbon fiber and Lexan everything).
Tuning your vehicle when you put in the nitrous kit MUST be done, you can't get around it at that point.
