Can we have neon on the under side of our cars?
Now I know that blinking lights are very much a distraction, but where if they were constantly on? and I know that Red and Blue lights where law enforcement or the firedepartment, but what if I wanted say like a Green or aqua color on the underside of my car in the state of California?

Sorry bud, off-road use only. That means parked in a private lot or driveway. Can have then on the car, just not turned on while driving. Does not matter what colors they are.
