Is it legal for someone who works via a contract?

Is it legal for someone who works via a contract to actually work without receiving a copy of their contract. Example: A Music Director in a Church works via a contract, and one and a half years have past and the Church still has yet to provide the Director with a copy of the signed contract.

Update:

The contract is a Written Contract.

Yes. A contract can even be verbal, and still be binding. However, I would demand a copy, in writing.
