The best you say(hmm)
1. God(saradomin,armydal,zammy, bandos) armor are the best of all but worth in millions.
2. Reliable and have decent stats are:
Helm of neitiznot( from fremenik isles quest)
Penance top ( from barbarian assault mini game) or Dragonpl8 or D chainbody (GE)
Dragon legs or skirt ( You can buy these in GE)
Dragon gauntlets ( from fist of guthix mini game)
Dragon Boots (Grand Exchange(GE))
Whip or god swords (GE or slaying monsters(not recommended)
Dragon Sq shield
Note: D gauntlets degrade after long long long long long time so no worries and easy to recharge.
