On Yahoo! Answers home page or the page of any category where questions are listed, choose to SHOW "UK & Ireland questions only" instead of "All English questions"

Mine is always set at UK and Ireland and it still happens.

Most visitors of Yahoo!ANSWERS are probably from America or affected by American policies.

Because English speaking nationals get put together on Y&A. Clicking on your flag at the bottom doesn't make much of a difference.
