You need a rainbow pass and the only way to get that is to beat the elite four

To be able to access Floe, Chrono, Fortune, and Quest Islands, one needs a Rainbow Pass, received from Celio in One Island, after defeating the Elite Four and obtaining the National Pokédex.
That's everything you'll need.

all u need is a pokey mon with the abilty to swim and u should get to 4,5 not sure about 6,7
