Why do people say "reboot" when they really mean "recover" or "reinstall"?

Until the past month or so, I'd never heard anyone use the term "reboot" to mean "recover" or "reinstall." In fact, I see that term misused in that way only on Yahoo! Answers.

When did this begin, and why?

Update:

I'm not talking about the people answering. I'm talking about the people asking. Sorry for the confusion.

Here's an example:

I'm not sure why peope do that and I haven't really seen anyone use the term that way to be honest. It obviously shows most people answering tech questions shouldn't be because they lack the knowledge to effectively answer a question.

So for your people out there with your stupid answers just to get points, stop and go ruin another site, not Yahoo.

I know it is harsh, but you know you are thinking it.
