Can I claim a Foriegn Dependant in another country?

I am the only supporter of my mother in law and brother in law who is a minor. They reside in the Philippines. Can I claim them as dependants on my Federal income tax?

Can you give me a source that says a dependent needs to me residing in the US?

And no, I already know a dependent does not have to have ctizen status.

According to publication 17 A dependent relative must meet these 4 criteria:

1)Not a qualifying child- Does not qualify as my child or anyone else who claims tax refund

2)Member of household or qualify under the relationship test- Brother in law and mother in law qualify

3)Gross income- Must make under 3500. They make 0 income

4)Support test.- Must provide at least half of there yearly support. I provide everything.

No were does it say the relative dependant must reside with you.

Does this make sence to others? Am I interpreting it right?
