Who is responsible for fees or fines owed before you buy a vehicle from a private party in Ca.?
A friend bought a truck from a private party and discovered that either fees or fines were owed, when he went to register it. They are dated from before the bill of sale. Who is responsible to pay them legally?
Maybe I should have said, my friend thinks the fees or fines have to be paid before it's registered in his name and the guy won't pay up. Will dmv let him register it as it stands?

Since there are liens against this vehicle you friend should take the seller to court to rescind the sale. The seller can not deliver a CLEAR title to the truck, and your "friend" won't be able to register the truck in his name until all the fees are paid.
His argument will be the"Principal of Merchantability". That means when you buy something you have the expectation that you will be able to use it, and without a CLEAR title he can't use the truck because he can't register it. The court will order him to return the truck, and the seller will be ordered to return all of his money.

Any expenses or fines that the previous proprietor owed, are on them. Any fines will follow the drivers license...meaning tickets are issued to a person.
Fees need to be paid by car owner. That should have been a negotiated part of the deal. Sellers should sell a car with current tags. Otherwise the new owner gets stuck.

If the prior fees are for Tickets, prior to the date of sale, on a Statement of Facts (you can get from DMV), state you do not want to be charged for the prior owners tickets as they are not your responsibility, any registration fees will have to be paid in order to register the unit.

you mght have to go to court on something like this and ask the Judge to throw the tickets out
