If you're meaning can Gyarados learn the Hidden Move fly, then no, which i think sucks as it's a flying-water type.

True... that Gyarados is a water and flying type.... but it could NEVER fly.... not all flying types can fly for example a duduo and a scyther they're not capable of learning the HM move fly but they're still immune to grounds attacks... that's for the game but in the anime... It is based on japanese dragons which someone has already stated uses magic to fly. The reason why I believe is its not dragon type because it is based on one dragon in particular who was stripped of its dragon status after doing something though I don't know the details.

actually yes they do...in the cartoon once they did....also he is a flying type and a water type which makes electric do 4x damage!! and if its a critical hit, then its 8x
