Which skills are most important to each level of management, and why?

I think the most important thing for managing a team is to know what the team is and what task the team should do. It is very important because manager's job is to get the team's tasks done successfully. Without knowing the team's culture and the team members' personal characteristics, the manager are not likely to allocate a right person to a task.

The ability to motivate your staff. An understanding of when to tell, sell consult or join.
