Yes, and I think a lot of people do this, and the reason why is they are trying to hide their true feelings, most of the time out of nervousness. And sometimes if a person loves someone’s and isn’t sure if the love will be returned they joke a little too much to cover up their true feelings. Boys and girls do this on the playground all the time when they are young and unsure of themselves so they tease the opposite sex. Some may do the opposite and be a little too serious to cover their feelings.

The first one i suppose it means :
That we always seem to laugh when we are being serious or meaning something for example on a date if you say i love you and you laugh but you mean it then it is ironic and stands for what that quote means.
The second one is the opposite:
When we mean a joke but it comes out serious.
For example if you like the first example said i love you and you only meant it as a joke but the other person took it serious.
