how can i convert a basement from a burned out house into an underground home?

Basement is just big hole in ground - no house - want to build a roof or support so I can use it as a storm shelter.

    Assume you want to use it for storage shed. And it is dry. In that case build a angled framework overhead and support frame inside the basement from the groundup. . Frame the highest end covered in windows to let in light. Cover the remaining surface with plywood, and sheath it in roofing material or corrugated sheet metal.Insulate the basement with bales of straw.

    yes I would,that fear I gotten rid of when I was younger,and I have went to the basement to check breakers many times when the lights went out..everyone's life is controlled in one way or another,and I would react as needed to be..
