Does anyone know if you can obtain a company credit card before the company is active.?

My friend has everything set,the name lease on a building ect. she just doesn't want want to "clip the ribbon" untill she has a company credit credit card.So I need to know if you can get one before you start,or do you have to wait untill its making money?

I looked online but I am not getting any answers.

    If her credit is good then she can get a company credit card through her bank.
