Why do TV stations do that thing where they flash an ad for a second or less?

It doesn't seem like a logical mistake to make. I thought commercial breaks were drawn up before hand.

I'm talking about when the ad is clearly supposed to be longer, but it cuts off in favor of something else.

    Cable and satellite companies often replace the network ads with their own ads that they are being paid to run If their employee is not paying attention, the ad that's being replaced starts before they can push the button to replace it.
