You use the formula describing the doppler effect:
perceived frequency = (V + Vr)/(V + Vs) * original frequency.
V = sound velocity (343 m/s)
Vr = velocity of the sound source (32 m/s)
Vs = velocity of the sound receiver (0 m/s)
(Vr = -32 m/s when it is moving away)
