It will do little good. For instance, no one pays taxes on their tips. I see young single mothers who only claim $6k to $8k from their W-2s and get the max refund of EIC. They claim this amount without the tips and get back some $4k or $5k. It is a sham. The IRS will not do anything about it. They do not have the manpower to go after the deadbeats.
