Your phone provider has a service that allows you to block the number and give that person notification.
Your not complete on your information to get answers.Is it a automatic dialing or a real person?

There is something that phone companies have called "Call Screening". You can enable this by pressing *60, and it's really useful. Talk to your phone company to see if it costs anything.

you would probably have to get in contact with your phone provider or their customer service and ask them if they can swich you to the service when you have certain phone numbers not call you.
It might cost you to have that kind of service

Inform the service provider (your telephone connection provider) and ask them not to allow this number to be connected to your line I am sure they will barr any number
