make the size as in bytes smaller without actually making the width or height change?

When dealing with images, if you have an original image, then you should make all your copies from that.
If that is a BMP file, then consider that as your master image and look after it. If you save the image as a Jpeg, then you will get a smaller image as Jpegs are compressed so parts of the image that repeat such as a blue sky is enoded and results in a smaller image.
However if you save another Jpeg from the Jpeg copy, then the encoding will be put to work again and your image quality will start to suffer.
So to sum up. from your master file, save to another file and set the image format as JPEG.

Change the format that you save it, in cases of jpegs, gifs and pngs you can reduce the output quality to make a smaller file.
if i were you i'd get something better than paint, like Paint.NET or Gimp

Future Sailor, hay.
Well, I just open up photo and go to RESAMPLE or RESIZE and change the dpi dots per inch to somethnig less like 96dpi as this is probably your screen rez but its harder to print big....luck man!
