It's really easy, I played neopets alot as a kid. You can just copy layout and graphic codes from websites that have a lot of free layouts. Just go on google and type in free neopets layouts or free neopets backgrounds. There's many sites that have a ton to choose from. Just copy and paste the code of the one you want into your neopets, and boom! You've got a layout!
