New to the harmonica?

Im planning on buying a harmonica and since im a novice and have never played im only looking to spend like $20-30. I want some opinions on brands and stuff. Im also not sure which key i should get. Im most likely going to play blues and Bob Dylan stuff so which key would you recommend for that style of music?
