Transfer application from community college to a university?

I currently attend a community college (my first year) and I plan on transferring to FSU for summer or fall 2010 (after my second year at community college). When should I fill out my transfer application? Am I supposed to do it this fall '09? Earlier? Later? Please help! Thanks!
