    If you are watching tv from a different provider then yes you would pay there rates.

    You pay Microsoft Points. you buy them at a store or online.

    500 MSP - $7

    1000 MSP - $13

    and so on... you can buy 1600 at a store for $19.99.

    EDIT: Yes, you do pay to watch Netflix. it is around $9 monthly but you get unlimited movies from it. (at least what they offer on the Xbox)
