My Photoshop CS 4 won't let me save as a Jpeg?
I can't save as a jpeg anymore. I however I can save in formats like RAW, png, psd, tga. Could this have something to do with my new printer? It's an Epson Artisan 700.

No, this has nothing to do with your new printer but has something to do with your photoshop configuration. I also believe that this is a Photoshop CS4 bug. If you visit this forum page http://www.insanelymac.com/forum/index.php?showtop... you can see that a bunch of people seem to have the same problem.
My idea is to open up Microsoft Paint. And then once you are done with your Photoshop work, hit printscreen and paste it on Paint. And then save the JPEG from Paint. You can also replace Paint with other graphics-editing software like Fireworks.

Use right here shade settings via going to: edit -> shade settings RGB: sRGB CMYK U.S. information superhighway coated gray: Dot benefit 20% Spot: Dot benefit 20% RGB: guard CMYK: guard gray: guard each thing else could be unchecked

you can only save as jpeg if your bit depth is set to the minimum

Its nothing to do with your printer but the limitations of the jpeg format.
Check your 'Image - Mode' is set to RGB and to 8bit
