How can these "new" cell phone providers (MetroPCS, e.g.) offer cheap, pre-paid service. What's catch?

I used to pay T-Mobile $80 per month for 1500 on-peak minutes, unlimited texting, and unlimited off-peak minutes. Now MetroPCS and some other company whose name I don't remember seem to be offering the same service but in prepaid form, and for only $40 per month. Please explain this market to me.
