a symbol or a figure of speech called metaphor: trailing usually means that you are physically following someone when, here, it implicates that you are not necessarily physically behind that person, but the image is used to define your mental, emotional state: you are not equal as you have not caught up with "him", so you feel behind, or inferior to, him.
