Would a high speed rail corridor be the answer to America's job, economy and stimulus package?
How do you put 4000 people to work, build something useful, do it cheaply, and stimulate the economy all at once? Building a highspeed rail line from California to the east coast of the USA may just do what Obama needs to be done to stimulate this economy and put 1000's back to work, and while they do they pay taxes on the money they make. Why wait for spring do it NOW! What do you think?

LOL, I think you let your love for trains blind you to some of the realities.
First, 4000 people back to work is a drop in the bucket -- and how many railroad construction workers are really out of work? It seems to me that you'd just be shuffling jobs, not really creating new ones.
Second, trains are dependent upon fossil fuels. Solar trains, that would be cool. You have to think down the road 30 years when coal and gas will be too expensive. (Nuclear trains might also be a possibility, like nuclear submarines.)
Third, high speed rails work best in a compact country with a lot of population. How long would it take a high speed train to travel from NY to CA? I'm betting you just can't beat a plane. Three days is too much for most people who need to take time off of work to travel (or travel for work, for that matter). You get to a point of diminishing returns, too. A super-fast train is going to take so much energy to run that the tickets are going to be as high as a jet plane.
Here's my proposal: nuclear powered Concord-type airbuses, zipping across the skies! LOL!
(BTW, with a 10 percent unemployment rate -- and I understand that we aren't in such dire straits yet, but we could be -- you are talking about at least 200,000 people out of work. 4000 people is only 2 percent of that. Gotta find jobs for the other 98 percent.)

That's a great idea!!
First we'll have to get the US DOT to designate the path of the corridor. Then that will have to be reviewed several times to make sure the path is absolutely the best most efficient one available. Then the US DOT will consider the economic viability of such a corridor and decide if the one chosen is the most economically feasible.
The next step is for all involved state Departments of Transportation to sign a Memorandum of Understanding to jointly develop environmental documentation for the rail corridor in all the states through which is passes.
Then all the states involved will have to cooperate and begin a Tier I Environmental Impact Statement (EIS) on the proposed high speed rail corridor for each individually identified segment. That corridor level document will most likely examine multiple alternatives as well in case there is another path that will have less of an environmental impact.
Then public workshops will be conducted as part of the Tier I environmental study process.
Finally the draft of the Tier I EIS will be completed.
After that, the final Tier I EIS will be completed after a preferred path for the rail line has been identified. Then the involved state and federal agencies will issue a Record of Decision approving the project and allowing the second round of environmental studies to begin.
The Tier II EIS for some segments of the corridor will begin and will look at specific designs and their potential impact within these segments.
Several different meetings called Public Information Workshops will be held. As part of the Tier II EIS process, citizens will have the opportunity to pose questions and comments, as well as gather information. Input from the less than 0.5% of the population that decided to show up to the meeting, which had little to no advertisement or advance notice, will be incorporated into the planning.
The draft of the Tier II EIS will be compiled over a period of a few years. In the meantime, the Federal Railroad Administration will most likely perform an independent engineering study that will examine specific infrastructure improvements that need to be completed to implement high speed rail between certain cities on the proposed route in order to achieve the travel time goals. This report will most likely support the completed Tier I EIS and provide technical assistance that will be of use in developing the Tier II report.
The individual state Departments of Transportation will undoubtedly recommend small changes to the exact path of the rails that will further delay the Tier II EIS completion.
After six years or so the first draft of the Tier II EIS will finally be completed and then more public hearings will take place to find out what the small number of people that bothered to show up think about the idea.
About a year later the final version of the Tier II EIS will be completed along with the second Record of Decision. Only then can right-of-way and permit acquisition begin.
Assuming funding will be available, construction can begin and will take place over a period of several years.
After all of this, over TWENTY YEARS have passed since the beginning of the process.
This country was a large help in defeating Nazi Germany, Fascist Italy, and Imperial Japan in a period of about four and a half years and today it takes us two decades to build a new runway at the Atlanta airport. I hate to be a pessimist, but if a small segment of high speed rail over that short distance takes this long, a 3,000 mile long rail superhighway is never going to happen.
