Ignorance is not knowing, apathy is lack of wanting to do anything. (That's without looking it all up in Wikipedia.) If you are looking at ignorance on a social scale, there is some reason that a social group will be ignorant of something. There are sources of information that are used by a group that can be some sort of mass media or political power. The question is, if one is ignorant, is it because something or someone is being ignored, or just not looked for? There are written and unwritten rules of conduct that help put up blinders or remove blind spots. The culture one grows up with will educate the individual to exist in that culture. That can be beneficial, but it is usually blind to something.

Society would not exist without formal structure. Without a formal social structure society reverts back to rule-by-force or a crude pecking order. This is the most primitive and 'ignorant' form of social order which will result. Anything which proceeds past that is definitely more merciful, even though abuses will occur in any system. It is a natural progression when differences have a way of being settled without violence, and laws are made, which has obviously benefited mankind.

I would say out of personal brain crunching that reliance on assumption is humanties ultimate failure. It breeds racism, stupid community paranoia or quack beliefs, and many other things. If everyone persevered to find out for themselves before voicing a mob mentalitys opinion a huge chunk of humanties problems would be solved.
