How do you fix a runtime error: runtime error 131 at 0040b083?

I get this runtime error (runtime error 131 at 0040b083) when I start up my computer. How can I fix this error?

    This is a program error that occurs when a number is compared/casted/calculated invalidly. The only way to fix it is to debug the program. This is a VBScript error.

    When you start up your computer? Before windows loads or after windows loads or during the loading?
