i just used your sample range of A1 to A5 and B1 to B5
copy&paste this formula in C1
=SUMPRODUCT((A1:A5=24)*(B1:B5<>""))
the 1st () checks for 24 in column A range
the 2nd () checks for non-blanks in column B range
so start changing stuff in column A and B.
it will count the 24's with non-blanks in column B
when you change the ranges on your real formula, both ranges have to be the same number of rows.
