question about a shy guy?

there's this friend who's been calling me and talks w/ me a lot, and asks me to hang out a lot, but is shy when we are out together... he talks pretty well but he seems to shy to hold my hand or anything romantic other than maybe hitting me playfully a lot or asking me if i'm ok and barely touching my arms... haha. he flirts w/ me a lot more on the phone and chatting, but when we're together he seems kinda scared to make the first move.

on my side.. i think i know that we are hanging out more than just friends but i'm kinda not sure how i feel about him, so i dont know that i should make the first move. plus i tend to like more aggressive guys. is this a case where i should just make a move and see what happens?
