Is PLEASE a permission word or a command word?

It's always a permission word. The French "sil vous plait" literally means "if you please," implying a question.

Show me a teacher who says, "Be quiet, please," to his/her noisy first grade class, and I'll show you a wimpy educator.

Commands should never be in the form of a question. You give an opportunity for the person not to do what you are saying.

    Politeness is shown by tone.

But you should ALWAYS say thank you.

    Permission

You're asking permission for something... :)

I say it could be used as both:

    EX:

    Can I please go?- permission

Do it now please!- Command just asked politely

    I agree that it's both.

    Sit down please!

    Can you sit down, please?

    :) Hope it helps
