If all clouds have a silver lining, why doesn't the lining fall out of the sky when the clouds are gone?

Once the clouds dissipate it dissolves the lining as well. Or maybe its like the red paper on the outside of skank bologna. The clouds get poked out and the liner goes ???? Hmm maybe you are on to something:)
