valley climate is opposite of climate in the plains ?

i read this somewhere a long time ago and don't remember where i read it - that climate in a valley is opposite of climate in plains, such that it is cool in summer and warm in winter. i want to know whether this is true and if so, why. i could not find much through web search - the only thing i could find was this:

sorry, the content at that link is unrelated to the question as far as i can tell - its just that it was the only thing that came up in a search for "valley climate".

Update 2:

thanks for the response. i forgot to add, the only first-hand experience i had was when i went hiking along a river side. the river goes through a valley that is at a much lower altitude than my city, and while it was somewhat cold in the city (say 25C) that winter, it was hot (36C like early summer) in the valley.

    Valleys are usually slightly cooler. As for precipitation, valleys vary considerably by where they are located. There are several types of Plains (coastal, interior, and dry texas-style plains) also. I don't think valleys are warmer in the winter because dense cool air flows into them, especially at night. The two may be different but probably not opposites.
