No of course not. I have both budgies and tiels living together and they are not bothered at all by the noise the other makes.
Cockatiels are actually more sensitive to noise. sing loud or make a loud noise and you will see them shake their heads.

I would have to say no... I dont know if they are talking or not but we have a cockatiel and used to have a parakeet and they always made lots of noise. (also incase you didnt know keep your bird(s) away from strong smells of most any sorts...it can be harmful to them)

no this is fine and those are the main types of paired birds,keets and cox are very general birds when it comes to pairing because they come in many different varieties.and as both are loud this is of no problem.and if they arent in the same cage then you definetaly have no problem.
