Not on your hip/belly! My boss got one there, got pregnant, had the kid, and now it looks like some ugly broccoli stalk.
Your foot or shoulder would be great if you're young. Get it somewhere easily hidden if you're not sure about your future/career.
If if you're older, and have a great job that doesn't mind visible tattoos, get it wherever you want.

I think it should either go on a hip, back of the shoulder or chest. little ones like that I think look best in those three places. Or even on top of the foot or on the ankle.

Your foot/ankle if you're not set in your career yet.
If you're in a job you like, and they won't mind, then I'd go with your wrist.
