a friend told me tat cat back was legal and it didnt need to be c.a.r.b.? is tat true? he said as long as it was cat back u can have it from anywhere is tat true too?

Yes, all cat-back systems are legal in all 50 states.
Just to add a little more information, cat-back refers to adding an aftermarket exhaust that attaches behind the catalytic converter. As long as you do not modify the converter then your car will still meet all required emissions tests with any cat-back system.

also be sure the diameter of the exhaust is not going to affect the back pressure depending on vehicle for egr and smog puposes but for most part are legal and some are illegal if too noisy you could check rules and regulations on the chp website if you live in cali

I would NOT say ALL cat backs are legal in all 50 states (as they must be submitted and approved). Some are for off road use (translation: not approved).
