Well many states require separate licensing for a commercial driver's license. This means you will need to take an additional driver's education couse pertaining to commercial driving to obtain a CDL and then you certainly may be able to enter the commercial driving workforce.

Assuming you're In the UK, and by 'commercial driving' you mean either a PSV (bus) driver or a taxi driver - in BOTH cases you need to be over 21 for insurance reasons !

No, I'm pretty sure you need to be over either 18 or 21.

You'll need to contact your state DMV; they set the rules, up to a point.
