Your answer is in your lease. Even if the lease has expired, the terms and conditions of the lease remain in place.

Yes, it is legal Check your lease. Most leases will require you to let the landlord know 60 days before the lease expires that you will not be renewing. How on earth does a bathtub explode and have feces come out of it? That's a new one. Also, you should have done a walk through or had them sign something before you moved in stating they were going to clean this place up. You moved in as is sounds like. Expect to be sued if you leave without paying them the 60 days.

READ YOUR RENTAL AGREEMENT.
Month to month is a thirty day notice. They have to give you a sixty days notice without stating why they want you to move out of the unit. Maybe your manager is confused, is the manager new at the job?
Go back to the office and ask them to show you on your rental agreement where it states sixty days IF YOU GIVE THEM A NOTICE.
I tell everyone this--take pictures of all of the rooms before you surrender your door keys. Request a walk through with the manager to verify the condition that you are leaving the unit. They should have a check off form for you to sign and for the manager to sign. This way when you get your security deposit refund there will be no surprises as to the deductions.

Are you under a lease period or has the lease expired and/or you on month to month? Web search landlord tenant laws in your state or area.

What does your rental agreement or lease say? It's what's in writing that counts.
