How to control speed of internet speed provided to computers on LAN?

Without making a server, how can i control the upload and download speed of the other computers on LAN?

I have the switch in my room and i need to know how to control their speed.

    Like you said, without server throttling it is not as simple.

    If each computer connects separately (not internet connection sharing) make sure the QOS is installed. It operates automatically though, you can't manage any specific settings.

    To install QoS Packet Scheduler

    Open Network Connections.

    Click the Local Area Connection on which you want to install QoS Packet Scheduler, and then, on the File menu, click Properties.

    If QoS Packet Scheduler is listed in the Components checked are used by this connection box, then it is already installed and you don't need to continue. If it is not listed, continue with the next step.

    Click Install, click Service, and then click Add.

    Click QoS Packet Scheduler, and then click OK.
