Well, if you want user friendly, then you should just get a mac. I use Reason 4.0, which is available for both. I didn't like garageband, it is limiting and rather simple. Reason has synths (some of the best ever made), loop players, samplers, drum machines, mastering devices, effects devices, and all the tools to make your own music. Garageband is aimed at non-professional musicians, and there is not a similar market for pcs. So I don't think there is a program that is very similar. Garageband is 'just for fun', while Reason is used to make albums by record studios. Garageband comes with the OS, no one paid a dime for it. Anyone making a program for a pc is doing so to make money, so they make a product that can be used in the industry. However, in order to be top quality, some user friendliness is lost. This is because of the billions of choices one could make when writing a song. To be able to do what you want, the options have to be there, which makes the program very intricate and hard to make user friendly. Try Reason, it is tons of fun, looks great, sounds professional, and is pretty much unlimited in your abilities to create music. I wouldn't call it user friendly, but it was easy for me to learn, as I have some music programming background.
